Julie Lynch

Director of Project Delivery

Julie Lynch joined the Division of Capital Asset Management and Maintenance's (DCAMM's) Office of Design & Construction in 2026 to serve as Director of Project Delivery. Julie has over 20 years of experience in public sector project design and management, procurement, facilities operations, and portfolio management with a focus on decarbonization and resiliency. 

Prior to joining DCAMM, Julie was Director of Green Line Transformation at the MBTA, Chief of the Department of Public Facilities for the City of Worcester and led the Municipal Facilities Improvement Plan for the City of Cambridge. Julie has experience with new and existing public sector buildings, many historic, including K-12, office, civic, youth and senior centers, recreation, public safety, public works, emergency shelters, and transit. 

Julie holds a Master of Architecture degree from the University at Buffalo and Bachelor of Science in Architectural Studies from the University of Massachusetts Amherst.
