Regulation  606 CMR 10: Subsidized Child Care

NOTICE OF PUBLIC HEARING AND PUBLIC COMMENT PERIOD

In accordance with M.G.L. c. 30A, the Board of Early Education and Care has revised regulations found at 606 CMR 10.00 pursuant to its authority under c. 15D §§3, 6, 7, 8 and 10.  The proposed regulations are being revised to reflect new Federal Requirements under the reauthorization of the Child Care Development Block Grant and mandated by 42 USC, §9858 et seq. and 45 CFR 98 et seq.  The revised regulations implement new Financial Assistance requirements and procedures including the following: 

  1. delivery of more stable and continuous child care financial assistance to families by extending children's eligibility for child care to 12 months;
  2. strengthening of eligibility requirements, including changes to eligible service needs to comply with mandates under CCDBG;
  3. increased expectations for children to attend while creating an exemption system for children with chronic illnesses so those children are not excluded from care;
  4. increased flexibility for EEC to better serve priority populations due to more expansive definition of homelessness under McKinney-Vento required by CCDBG; and
  5. the development of a more formalized system to maintain program integrity to limit improper payments and other fraudulent activities.
