The Home Energy Assistance Program (HEAP) (commonly referred to as Fuel Assistance) provides eligible households with assistance with paying a portion of winter heating bills.
When can I apply?
The online application portal opens on October 1 annually for the heating season (November 1 – April 30).
First time applicants must participate in an intake appointment. To get started, submit an online application or contact your local administering agency. Applications are mailed to returning households after the first year of application and can be renewed online, in person, or by mail. Households must apply each year.

You can submit an application online, in person at the HEAP agency in your area, or by mail. Use the HEAP portal to find your agency or start the application.
