Naloxone distribution programs in Massachusetts (MA) include Overdose Education and Naloxone Distribution (OEND) programs and Community Naloxone Purchasing Program (CNPP) affiliate programs. These programs provide free naloxone to target populations.

OEND Programs

OEND Programs provide overdose training and naloxone to people who are at risk of experiencing or witnessing an overdose. The OEND program operates under the MA Department of Public Health (MDPH) Drug Control Program regulations 105 CMR 700.003. OEND Programs focus on working with people who use drugs, and their social networks.

CNPP Affiliate Programs

CNPP Affiliate Programs provide overdose training and naloxone to populations whom they choose to target, which may include community bystanders or the general public. The CNPP operates under the MDPH Standing Order for Community Dispensing of Naloxone l (DOCX) and the MA Pre-Hospital Statewide Treatment Protocols 2021.2, Section 6.13.
