On November 1, 2017, MassDEP issued a Final Decision on WSI's application for a Minor Permit Modification (Staging & Transport Project). The Final Decision allows WSI to temporarily stage ash residue within the limits of the landfill for transport to off-site ash management facilities, subject to specific conditions. MassDEP’s response to comments received during the public comment period is included in the document below.

Also on November 1, 2017, MassDEP issued for Public Comment a Provisional Decision on WSI's application for a Major Permit Modification (Valley Fill Project). As drafted, the Provisional Decision would allow WSI to place additional ash fill in two valleys within the limits of the landfill, subject to specific conditions.

Major Modification of the Ash Landfill

The proposed Major Modification Application (Valley Fill Project) involves placing some additional fill in two valleys on the landfill and was more fully described in an Environmental Notification Form (ENF) published in the Environmental Monitor on June 8, 2016. The Secretary of Energy and Environmental Affairs issued a certificate under the Massachusetts Environmental Policy Act (MEPA) on August 5, 2016. WSI submitted its Major Modification Application to MassDEP on April 20, 2017.

Minor Permit Modification for Ash Staging & Transport

The Proposed Minor Modification Application (Staging & Transport Project) seeks approval to stage ash residue within the limits of the landfill, to enable transport of ash to off-site ash management facilities.
