Public Meeting Notice  Board of State Examiners of Electricians Education Subcommittee Meeting - 2.6.26

In accordance with the provisions of G.L. c. 30A § 20, the Board of State Examiners of Electricians’ Education Subcommittee convened a meeting on:

February 6, 2026, via Microsoft Teams Meeting 

The topics shown below were discussed at the aforementioned meeting: 

At 10:00 A.M. The Subcommittee Chair D. Edmonds called the meeting to order. 

Informational note: All votes were taken by roll call. Where each member voted in favor, the vote will be reported as unanimous.

Board members present:

• David Edmonds, Dept. of Elementary and Secondary Education designee (chair)
• John Bagni, Mass Assoc. of Vocational Administrators Member
• Carlos Caceda, Member (alternate)
• Brendan Driscoll, Member (alternate)

1. Reviewed minutes of the following meeting(s): 

• January 16, 2026 (Education Subcommittee Meeting)

J. Bagni made a motion, and it was seconded by C. Caceda, and it was unanimously 

Voted: to approve the minutes as presented.

2. Discussed IEP/CEP Provider Applications for 2026 cycle. 

   The subcommittee reviewed the following IEPs for the 2026 NEC cycle:

• Benjamin Franklin Cummings
• CMK Educational Services Inc
• Lynn Vocational Tech Evening Alumni School
• Porter and Chester, Brockton, Chicopee, Worcester
• Smith Vocational and Agricultural High School

A Motion was made by B. Driscoll seconded by J. Bagni and it was so unanimously 

Voted: to approve the above listed applications for renewal

The subcommittee reviewed the following CEPs for the 2026 NEC cycle:

• AYPO
• CMK Educational Service Inc
• Jade Learning

A Motion was made by J. Bagni seconded by C. Caceda and it was so unanimously 

Voted: to approve the above listed applications for renewal

The subcommittee reviewed the following IOW Providers for the 2026 cycle:

• Richard Boudreau

A Motion was made by J. Bagni seconded by B. Driscoll and it was so unanimously 

Voted: to approve pending verification by staff of receipt of an addendum to the 6hr IOW curriculum as specified by Board requirements.

3. Discussedother matters not reasonably anticipated 48 hours in advance of the meeting.
