Electronic Lien and Title (ELT) Program

The Electronic Lien and Title program (ELT) is a paperless Title program by which the Registry of Motor Vehicles and lienholders can electronically exchange vehicle and title information.

Overview

The Electronic Lien and Title program (ELT) is a paperless title program by which the Registry of Motor Vehicles and lienholders can electronically exchange vehicle and title information.

Instead of printing a paper title and mailing it to the lienholder, the Registry transmits an electronic record of the Certificate of Title to a lienholder participating in the program. The title record remains electronic until one of the following occurs:

  • The loan is satisfied
    • NOTE: If the loan is paid off by a dealer, the lienholder designates the title to be mailed directly to the dealer
  • The lienholder requests the title be printed with existing lienholder information for one of the following reasons:
    • The vehicle has been repossessed
    • The lienholder requires a paper title
    • The customer is moving out-of-state, and a paper title is required for registration and title in that state

In all cases listed above, the title will be mailed the following business day after the electronic message is received by the Registry.

Who can participate in the ELT program?

Lienholders (financial institutions) and Service Providers. Service Providers are approved by the RMV to provide the software necessary for securely transferring electronic information between the RMV and the lending institution.

The lienholder must select an RMV approved Service Provider to begin the process to join the RMV’s ELT Program. See the ELT Business User Manual page 11 for selecting an approved Service Provider.  

Is there a fee to participate in the ELT program?

There is no fee to participate in the program. However, the Service Provider may charge a fee.  Fees are collected for each title.  

How do I access the ELT program?

As a Lienholder, you must have a Service Provider. Service Providers use the RMV’s Secure File Transfer Process (SFTP) called MOVEit.  MOVEit provides the RMV and its Business Partners with greater security, as well as access controls, file encryption, and activity tracking that ensures operational reliability and compliance with governance and regulatory requirements.   

For more detailed information, refer to the MOVEit page.  Service Providers will provide the connectivity to the lienholder. Lienholders do not connect directly with the RMV.

Next Steps to participate in the ELT program

Lienholders: Once you established a connection with the Service Provider. You will be directed to Register for the RMV's Community Portal.

Service Providers will email AltasELT@dot.state.ma.us to confirm eligibility and direction to the RMV's Community Portal.

The Community Portal is where the required documentation for the program is located.   

The documents can be completed two ways.  Online in a fillable format and signed digitally or download the forms, complete and upload.  To find the documents, visit the RMV's Community Portal.  The downloadable documents are listed on the Home page.  To see the checklist of forms required go to the RMV’s Community Portal, click on My Business & Programs, then click on open details.   Next, click on the Active ELT Program.

Access Agreement 

Both Lienholders and Service Providers must complete this agreement. Visit the RMV's Community Portal, click on: My Business & Programs, click on open details. In the Business Checklists you will find the Access Agreement, click on Complete Online. In addition:   

  • One agreement must be completed and signed by the signatory authority for your business.     
  • Make sure you are checking off Electronic Lien and Title (ELT).

Service Providers Only:

  • This form must be completed and signed by the signatory authority for your business.
  • Service Provider/Self Service Form (if applicable)
  • This form is used to collect connectivity and access information. One form is needed for business that will be directly applying for all connectivity, except for the Business Portal. 

MOVEit Access Request Form

  • Service Providers complete this form to create a MOVEit account for system-to-system access or update IP Addresses for whitelisting.
  • Visit the RMV's Community Portal, click on the home page, under Download Forms, click on the applicable form, complete the form and upload completed form on the community portal.

Next Steps for Service Provider

  1. Once documentation has been completed in the RMV's Community Portal and approved by the RMV for access: 
    1. MOVEit:
      1. Notification will be sent when MassDOT IT sets up a MOVEit account. We will email you with information about testing and when it will begin. 
      2. After successful testing, production access will be granted, and you’ll receive appropriate credentials to send and/or receive files via MOVEit. 
    2. Web Services (optional):
      1. The RMV will configure your information to our application and let you know when the connection will be enabled.
      2. Credentials will be provided for testing connectivity. 
      3. After successful testing, credentials will be provided.  

Next Steps for ELT Participants

Work with your ELT Service Provider to register for the RMV's Community Portal and complete required documents in the portal. Once the documents have been completed and approved by the RMV, access will be granted.

Registration and Title Application (RTA Form)

Anyone filling out a Registration and Title Application (RTA) for a vehicle that has a lienholder must enter the correct lienholder code and address on the RTA Form. This will ensure the Title and/or electronic record are sent to the correct party once the transaction is processed.  Refer to the Lienholder Code List.
