IPM Program

This page provides information on the Insurance Policy Management (IPM) program (formerly known as UMS – Uninsured Motorist System). This information is intended for any insurance company, insurance agent, or Service Provider that is currently participating in the Massachusetts IPM Program.

Overview

The Insurance Policy Management (IPM) program enables the RMV to communicate with the insurance industry for auto insurance policies on vehicles registered in the Commonwealth of Massachusetts.   Depending on the method of access and your authorization, this program allows viewing of driver and vehicle information, process informal inquiries, updating policies, and receive Notice to Carrier (NTC) reports. 

Who can participate in this program?

This program is intended for: Insurance companies or agents licensed by the Mass Division of Insurance to write automobile polices in Massachusetts or Service Providers for auto insurance services.  

How do I access this program?

The RMV provides 3 methods of access to RMV data and records.  It is up to your business to decide the best option(s) for you.   

**NOTE: Insurance Agencies may only use the eServices Portal access method.** 

Option 1: Secure File Transfer Protocol (SFTP): this option is used to send and receive what are commonly known as batch files using a managed file transfer solution called MOVEIt™. 

Option 2: Web Services: This option facilitates real-time data exchange between your system and the RMV. They allow you to integrate the sending and receiving of RMV data into your system and business processes. This is the preferred method of access by the RMV for businesses with a large volume of End Users. Accounts are established using IP addresses and certificates provided by the carrier. 

Option 3: eServices Portal: This option allows individual users to log into a portal designed specifically for your business needs. No configuration or set up is needed for this method of access. The eServices Portal is a secured website each End User logs into. Your business must designate an eServices Administrator who will maintain access for your End Users and grant third (3rd) party access for any users outside your organization. 

NOTE: Insurance carriers may also use a Service Provider to access the IPM Program for SFTP batch or Web Services.

Is there a fee to participate in this program?

The RMV does not charge a fee for any of the methods of access. However, if you choose the SFTP and/or Web Services via a Service Provider, there may be costs incurred.

What documentation is required to participate in this Program?

The Registry of Motor Vehicles (RMV) will not provide you with RMV Data until we receive your signed Agreement for Access to Records and Data Maintained by the Registry of Motor Vehicles (Access Agreement) and the other required documents.  The Access Agreement and the other required documents will be completed in the Community Portal.   

  1. Register for access to the RMV's Community Portal as a New Business Partner.  

    • If you are an existing business partner Log into the Community Portal. If you do not know your Log In information, send an email to RMVBusinessPartners@dot.state.ma.us and request a Community Portal log in. Skip to step 3.  

  2. Once your registration is approved, you will receive an email with your Community Portal log in credentials. This may take up to 5-7 business days. 

  3. Log into the RMV's Community Portal to complete the process of becoming an RMV Business Partner for the program(s) you have selected.

Proof of Federal Identification Number (FID) 

  • Acceptable proof of FID includes the following IRS documents: Form 147C, Form 5372 - Notice of New Employer Identification Number Assigned, CP575 notice (issued by IRS), or Certificate of Exemption Form ST-2 (issued by the Department of Revenue). The document used should be no more than two (2) years old.  

Insurance Agencies Only: A copy of the Owner's or Business Entity Producer’s License. 

We will request updated licenses before expiration.
