What you need   for Apply for an International Registration Plan (IRP) registration

You may register your vehicle(s) in the IRP Plan if you: 

  • Travel in Massachusetts and at least one other IRP jurisdiction
  • The vehicle is used, maintained, or designed primarily for at least one of the following: 
    • The transportation of property
    • The transportation of persons for hire
    • As a power unit with a gross vehicle weight over 26,000 pounds
    • Has three or more axles, regardless of the weight
    • Hauling another unit and the combined weight is over 26,000 pounds

The cost of your IRP registration will depend on:

  • The percentage of miles traveled in each IRP jurisdiction
  • The registered combined gross vehicle weight
  • That jurisdiction's registration fee

Only the following RMV Service Centers can process IRP applications:

To obtain IRP registrations in Massachusetts you must have an established place of business in Massachusetts. You must then submit:

  •  A completed Massachusetts IRP application listing all the jurisdictions that the vehicle(s) will travel in
  • An estimate of the mileage to be traveled in each jurisdiction
  • The gross vehicle weight of each vehicle for each jurisdiction
  • An IRP Supplement Application
  • The Certificate of Origin or Title for each vehicle

 

To obtain IRP registrations in Massachusetts you must have an established place of business in the state. You must then submit the following to the address listed below:

  • A completed Massachusetts IRP application listing all the jurisdictions that the vehicle(s) will travel in
  • An estimate of the mileage to be traveled in each jurisdiction
  • The gross vehicle weight of each vehicle for each jurisdiction
  • An IRP Supplement Application
  • The Certificate of Origin or Title for each vehicle

If you have a Massachusetts commercial vehicle with a maximum operating weight of over 26,000 lbs. and you don't register under IRP, you can't travel interstate (outside of Massachusetts) with it without purchasing Trip Permits from each state that you wish to travel through. The vehicle will be cited for being unregistered if you are stopped without an IRP registration listing your jurisdictions on the cab card, or without Trip Permits from each state on your itinerary.

An IRP Apportioned Registration does not exempt you from:

  • the payment of Motor Fuel Taxes in any state;
  • from obtaining operating authority from a state where the apportioned vehicle operates;  
  • from payment of Federal Highway Vehicle Use Tax (IRS form #2290); or
  • from maximum height, length, width, and axle limitations or "bridge laws."

Vehicles that are exempt from the IRP include:

  • Government-owned vehicles
  • Vehicles displaying a restricted plate such as dealer, repair, transporter, owner contractor, or farm
  • City pick-up and delivery vehicles
  • Recreational vehicles
