If you have a Massachusetts commercial vehicle with a maximum operating weight of over 26,000 lbs. and you don't register under IRP, you can't travel interstate (outside of Massachusetts) with it without purchasing Trip Permits from each state that you wish to travel through. The vehicle will be cited for being unregistered if you are stopped without an IRP registration listing your jurisdictions on the cab card, or without Trip Permits from each state on your itinerary.
An IRP Apportioned Registration does not exempt you from:
- the payment of Motor Fuel Taxes in any state;
- from obtaining operating authority from a state where the apportioned vehicle operates;
- from payment of Federal Highway Vehicle Use Tax (IRS form #2290); or
- from maximum height, length, width, and axle limitations or "bridge laws."
Vehicles that are exempt from the IRP include:
- Government-owned vehicles
- Vehicles displaying a restricted plate such as dealer, repair, transporter, owner contractor, or farm
- City pick-up and delivery vehicles
- Recreational vehicles
