Apply to transfer DPU carrier authority

When a Department of Public Utilities (DPU) regulated passenger carrier, household goods mover, or involuntary tower sells their business, an application to transfer authority is required by the DPU.
All applications received by the first Friday of each month will be scheduled for a public hearing on the second Tuesday of the next month.

What you need   for Apply to transfer DPU carrier authority

  • The transferer should complete an application to transfer DPU regulated authority in Massachusetts.
    • This application can be found in the Downloads section below.
  • The transferee should complete a passenger carrier, household goods mover, or involuntary tower application and pay a $100 filing fee.
    • You can find links to these applications in the Related section.

The Department now accepts online payments through nCourt or by mail.

  • $100 filing fee paid by the transferee
    • This fee covers both the transferor and transferee applications

How to apply   Apply to transfer DPU carrier authority

If submitting by mail, the transferor and the transferee should submit their applications and $100 filing fee by mail to:

The transferor can submit the application to transfer authority online and pay the filing fee online.  Be sure the transferee also submits a passenger carrier, household goods mover, or involuntary tower application and pays the $100 filing fee online or by mail.  Please note that paying fees by mail will delay processing.

To submit an online application, you will need to fill out the form using Adobe Reader or Adobe Acrobat, include what attachments you have available, and submit the form using the red button at the bottom of the form.

Be sure to save and open Division forms using Adobe Reader or Adobe Acrobat.  Opening forms directly in your browser disables form features like adding attachments, digital signatures, and submitting by email.
