COMMBUYS registration is free and takes a few minutes to complete.  COMMBUYS is where businesses submit quotes and transact business with the Commonwealth.

Interested bidders have two ways to learn about all Open Bids, including those for Statewide Contracts: 1) manually search COMMBUYS, or 2) register your business in COMMBUYS to receive automatic email notifications for bids that match the services or commodity your business provides.

Search for and find  open bid opportunities in COMMBUYS

  • Determine the solicitation requirements established by the Issuer and the Strategic Sourcing Team (SST) in conformance with applicable laws, policies, and practices. The Request for Response (RFR) and other terms and conditions and supporting documents, collectively the “solicitation requirements,” are published on COMMBUYS for each solicitation
  • Interested bidders should review all information provided on each tabbed page of the Solicitation record, including the attached files; register for notifications regarding updates to the procurement; communicate questions or concerns via the online Q&A function;
  • Submit your bid on time! Submit a response in accordance with the solicitation requirements prior to the Close Date.  The Bid Opening Date and Time is the RFR Deadline
  • Bidder submissions are evaluated based on the criteria established for each Solicitation. The process of reviewing and evaluating responses sometimes takes several weeks, so please be patient!

Many Statewide Contracts have limitations on the number of contracts to be awarded.  This means that not all bidders who meet the Mandatory Requirements will be awarded a contract.

Your company becomes a Statewide Contractor once all contract documents are executed by OSD and the Contract Manager sends an award notification.
