A solid waste facility needs to obtain this approval to handle asbestos, infectious waste, sludges, or other materials classified as Special Waste under 310 CMR 19.061.

  1. Before You Apply

    Contact the appropriate MassDEP Regional Office to schedule a pre-application conference. This will help you prepare a better application, saving you time and likely resulting in faster review. If you apply without setting up a meeting, MassDEP may require one anyway before it can determine whether your application is administratively complete.

  2. Review the Instructions

    See the documents below for:

    • Guidance on how to prepare your application, including a completeness checklist.
    • ePlace Portal screen-by-screen online filing instructions.

    Important Note: Even when applying online, you will still need to complete the conventional Application Form in Step 3 and upload it as an attachment during the online filing process.

  3. Complete the Application Form

    You may fill out and save the Microsoft Word form on your computer. The PDF version has to be printed out and completed by hand.

    Important Note: Even when applying online, you will still need to complete a conventional Application Form and upload it as an attachment during the online filing process.

  4. Submit Your Application & Fee Payment

    1. File online via the ePlace Portal.

      Note: If you are a first-time user, you will need to create an account first.
       
    2. When prompted, upload your completed Application Form from Step 3 above as an attachment.
       
    3. Pay your fee online with a credit card and submit your application.
       
    4. Once you submit your application, you will receive a copy by email. You must either (1) forward this email or (2) print and mail a copy of your application to the local Board of Health.
