From day one, Governor Maura Healey has made securing federal funding a top priority to fix roads, bridges, and rail, create jobs, and lower costs for the people of Massachusetts.
To meet this promise, Governor Healey created the Federal Funds and Infrastructure Office, and signed landmark legislation creating the Federal Match and Debt Reduction Fund (Fed Match Fund)—a first-in-the-nation initiative that leverages interest earned on the state's rainy day fund to unlock up to $750 million in federal funding—without touching the fund itself.
In less than four years, the Governor Healey has brought billions of dollars in federal investment to Massachusetts to replace the Cape Cod Bridges, advance West-East Rail, bolster semiconductor manufacturing, build a stronger, more reliable electric grid, and more. At the same time, the Healey-Driscoll Administration has helped cities, towns, Tribes, regional planning agencies, and other partners compete for and win federal funding.
To help deliver federal funds to Massachusetts, the Healey-Driscoll Administration has used the following innovative tools:

- Technical assistance grants for cities, towns, tribes, and regional planning agencies
- Low-cost, flexible loans to advance local infrastructure projects with federal dollars
