Income Tax Withholding Calculations (Circular M) 2024 Draft

Circular M, which guides employers on weekly income tax withholding calculations, has been updated in draft form for Tax Year 2023 filing. This draft includes guidance related to the 4% surtax.

HIRD Deadline This Friday

December 15 is the final day for employers to file their Health Insurance Responsibility Disclosure (HIRD) form. HIRD is for employers who must report on employer-sponsored insurance. Check out the HIRD FAQ page for more information before the deadline.

E-file Is the Way to Go

With the tax season on the horizon, we want to remind everyone of the ease and expediency of choosing e-file for their personal income tax filing. Nearly 93% of Massachusetts taxpayers e-filed TY22 returns, resulting in faster refunds, elimination of calculation errors, and a saved trip to the post office. And many Massachusetts residents can e-file for free using MassTaxConnect. As always, we’ll begin to accept electronically filed income tax returns when the IRS opens in mid-to-late January.

Dates to Remember

Mark your calendar for these important December deadlines:

  • Dec. 15: Extension deadline for corporate nonprofits filing Form M-990-T
  • Dec. 15: Fourth quarter estimated corporate excise payments
  • Dec. 15: HIRD filings due
  • Dec. 31: Renewal deadline for Small Business Energy Exemption Certificates
