On June 24, 2025, Governor Maura Healey signed a supplemental budget investing in education and transportation across the Commonwealth. The budget included various earmarks for local transportation projects, which are detailed in the table below.
These earmarks are administered by the Massachusetts Department of Transportation (MassDOT), unless otherwise noted. Communities and other entities who have funds earmarked in the budget will enter into an agreement with MassDOT to receive the funds. Earmarked funding is provided on a reimbursement basis as costs are incurred.
Municipal or agency officials may initiate the contracting process to receive earmarked funding by completing the Earmark Initiation Form and sending it to TransportationEarmarks@dot.state.ma.us. This form requires the earmark recipient to provide a scope narrative and Cost Estimate Form for work to be performed. This information will be incorporated into the contract with MassDOT. The State Aid Reimbursable Programs Estimating Tool is available to assist with the development of project cost estimates.
The use of a MassDOT prequalified contractor is required for projects that are partially or 100% funded by state funds with an estimated cost over $50,000. The use of a prequalified contractor is also required if the project includes work on state numbered roads or highways, regardless of roadway ownership or project cost. Do not begin any work related to an earmark until MassDOT has provided the contract Notice to Proceed. Reimbursement requests may be submitted using the Earmark Reimbursement Request Form.
