If I have more than one Massachusetts location, am I eligible to receive more than one grant?

Yes. Every licensed child-care program is eligible for a grant; this includes multi-site programs.

Umbrella organizations may submit individual applications on behalf of the individual sites they manage.  Umbrella organizations may not submit a single application that covers all managed sites, however, because eligibility and award amounts will be determined at the site level based on each site’s licensed capacity.

How do I apply?

An online application link is available for providers to submit applications. Use this link to create an applicant profile (Sign up). This will allow you to save your application and return to the portal (Sign in) to see the status of your application, update any information, or re-apply during a subsequent round of funding.

Please note: An account in COMMBUYS is not necessary to apply for these grants.

When do I apply?

EEC will be opening the grant applications on April 29, 2021 and applications will be accepted through May 28th. EEC will notify people via email and social media when the application is open. Applications will be reviewed on a rolling basis and all programs that submit a completed application and meet eligibility criteria will receive funding.

What if I need help completing my application?

What documents do I have to provide with the application?

A complete application package will consist of:

  • A brief online application
  • A W-9 form
  • An Electronic Funds Transfer form, if desired
  • A signed Request for Funds (RFF) / Attestation form
  • Budget request form (for the Center Based Workforce Grant)

Please note: Signing the attestation indicates that a program understands that this state-funded grant will not be adjusted beyond the indicated amount to account for additional expenses incurred by the program.  Signing the attestation to accept this state-funded grant doesn’t impact eligibility for other funding opportunities available through EEC.

Will a budget be required?

The Center Based Workforce Grant does require a budget form submission. The FCC Facilities Grant will not require the submission of a budget. More information will be available soon including specific application instructions and what information will be needed (P-number, address, etc.).

What is the process after I submit my application?

After an application is submitted, you will receive a confirmation email from GrantsConnect that your application was received. Once received, applications will be reviewed within 2 weeks. During review, if there are revisions needed to your application, you will be contacted via phone or e-mail. ​Once your application is reviewed and approved, you will receive another email from GrantsConnect notifying you of the approval. The grant award will be issued through the assigned FCC System or CCR&R within three weeks of the date of approval. During this three week window, providers should not expect a communication. If you have not received the funds within 3 weeks of the date of approval, please contact maeecgrants@pcgus.com

How do I check the status of my application?

You may log into your GrantsConnect account at any time to check the status of your application. 

  • Draft - Your application has not been submitted
  • Awaiting Review - The application has been submitted and is awaiting review
  • In progress - The application is being reviewed
  • Approved - The application has been reviewed and approved
  • On hold - The application has been reviewed and revisions to your application are needed (A grants specialist will contact you via email or phone to follow up directly)
  • Declined/Cancelled - The application has either been declined or canceled due to a request from the provider or because the application was a duplicate.

How do I receive the grant money?

There are two payment options:

  1. Direct Deposit
  2. Paper Check is an option to receiving funding through the FCC grant

Are these grants taxable?

The IRS has published information [irs.gov] indicating that “receipt of a government grant by a business is generally not excluded from the business’s gross income under the Federal Tax Code and therefore is taxable.” Please consult your accountant or tax professional to understand more about your particular tax situation and how this guidance applies.

Could I be audited as a result of receiving these funds?

Yes. Center Based Workforce Grant recipients may be audited by EEC and/or any other authorized state agency to ensure funds were spent appropriately. FCC Facility Grant recipients use of the funds will not be audited.

What type of documentation do I need to maintain to document expenditure of these funds?

Center Based Workforce Grant recipients should keep a record of receipt of funds as well as a record of how the funds were spent. This may be done by retaining receipts of purchase, documentation of increases in staff wages or stipends/bonuses, or invoices.  EEC, and/or any other authorized state agency, including but not limited to the State Auditor’s Office, shall have access to the provider's site/office, including the location of grant related records, at any time, upon reasonable notice.

FCC Facility Grant recipients do not need to retain receipts, bank statements, invoices, or similar documentation.

How will EEC distribute federal dollars?

EEC expects Federal funding from Coronavirus Response and Relief Supplemental Appropriations (CRRSA) funds and federal American Rescue Plan Act (ARPA) to be distributed through the Commonwealth Cares for Children (C3) funding formula, still in development, to all licensed providers.  To learn more, you can watch a recording of an introductory session on the C3 formula here .
