Information for Industry

MASFA will provide a range of opportunities for solar installers, developers, property owners, community-based organizations, and nonprofits.  This page outlines some of the ways in which your organization can support, and benefit from, the deployment of MASFA funding and solar adoption in the Commonwealth.

Small Residential

Zero-Interest Loan

Local Massachusetts Lenders: This program will release a non-competitive solicitation for Massachusetts lenders to offer Program Loans to their MASFA-eligible customers. Participating lenders will access an up-front lump sum payment covering the full-term scheduled interest for each Program Loan, as well as support from the program team while setting up and administering their solar loan product. Participation in the program is an opportunity to reach new consumer segments and enable economic savings for vulnerable communities, with decreased risk through the up-front interest rate buy-down payment.  

Solar Installers: Participation in the program will be open to all solar installers who operate in Massachusetts, sign a participation agreement, and remain compliant with general business practices and consumer protection requirements. Participating solar installers will be listed on a MASFA installer listing for interested customers, and have access to free training collateral on relevant matters such as best practices for marketing and engagement with MASFA-eligible customers.

Lease partners: Will be selected via procurement. Selection may reopen.

Community Shared Solar

Low-Income CSS: This program will allow community solar projects to access funding when delivering benefits to residents in LIDACs. MASFA grant funds will support project costs for community solar installations that provide bill savings and other benefits to eligible residents. 

Community-Owned CSS: MASFA funds will support Community-Owned Community Shared Solar (COCSS) projects, if owned by a municipal, cooperative, or community non-profit or other public-serving entity. This additional support will be available to COCSS projects on top of the LICSS incentive and will include direct financial assistance to address the unique barriers community ownership presents. Technical assistance will be available to entities interested in hosting a COCSS array to help walk them through the solar development and installation process.

Supporting Initiatives

Workforce Development: Existing MassCEC programming aimed at the solar workforce will be expanded, with grants and programming to enable increased opportunity for apprenticeships and support for LIDAC residents engaging with the solar workforce. Activities will focus on job training, job placement, and retention. Financial assistance offerings will encourage engagement with other MASFA programs.  More information will be available soon. 

Education and Outreach Grants: Grant funding will be available for community-based organizations (CBOs)/non-profits, municipalities, and Tribes to conduct education and outreach campaigns aimed at increasing awareness of MASFA financial assistance opportunities among low-income communities and helping residents of these communities begin program participation. Applicants (whether individual organizations or teams of organizations) are encouraged to propose creative approaches to education and outreach that are culturally targeted toward the specific LIDACs they aim to reach. Solicitations

To help deploy MASFA, the Coalition will be procuring a range of supporting services from industry providers.  We are also continuously taking resident and industry comments and suggestions into consideration as we develop and deploy MASFA programming.
