Overview
The Interstate Permit Transceivers Portal gives approved users the ability to purchase Trip, Fuel, and Combo Permits for issuance to out of state commercial carriers that require travel in Massachusetts for which the carrier does not participate in the IRP Plan in their jurisdiction.
Who can gain access to the Interstate Transceiver Permit Portal?
A transceiver company must have knowledge of IRP, IFTA, FMCSA, and experience in the issuance of permits to motor carriers.
Is there a fee to sign up for the Interstate Permit Transceiver Portal?
There is no fee to sign up for access.
How do I access the Interstate Permit Transceiver Portal?
To access the RMV's web-based Portal, you must designate at least one Administrator for your Interstate Transceiver Permit Account. The Administrator will maintain access for your End Users via the eServices Portal.

Next Steps
Documents are retrieved, stored, and sent to the RMV via the RMV’s Community Portal. You will need to sign up for access.
- Register for access to the RMV's Community Portal as a New Business Partner.
- Select Private Business for Business Type and Other for Business Sub Type.
- If you are an existing business partner, log in to the Community Portal. If you do not know your Log In information, send an email to RMVBusinessPartners@dot.state.ma.us and request a Community Portal Log In. Skip to step 3.
- Once your registration is approved, you will receive an email with your Community Portal log in credentials. This may take up to 5-7 business days.
- Log into the RMV's Community Portal to complete the process of becoming an RMV Business Partner for the program(s) you have selected.
The person submitting the request will receive notification when the request to establish an account within the RMV’s Community Portal is approved or rejected.
Once approved, you will need to log back into the RMV’s Community Portal to submit the required document(s).
Documents
You will be required to complete document(s). Most documents can be completed two ways. Online in a fillable format and signed digitally or download the document, complete, and upload them. To find the documents, visit the RMV's Community Portal. The downloadable documents are listed on the Home page. To see the checklist of forms required, visit the RMV’s Community Portal, click on My Business & Programs, and then click on Open Details.
The following documents are required to be completed or submitted in the RMV's Community Portal:
eServices Administrator Access form for Invoice and Vehicles Only:
- This form is used to identify who your eServices Administrator(s) will be for the program and reactivate the user, if needed. This form is not needed to create all your end users, only the eServices Administrator.
Standard Contract Form and Supplemental Agreement Between the RMV and Provider:
- One agreement must be completed and signed by the signatory authority for your business. This is an agreement that expires on December 31st every year.
