Electronic signatures; obligations of seller and purchaser regarding title

Section 39 (Effective January 1, 2026)

Electronic signatures as prescribed in section 9 of chapter 110G shall be accepted by the registrar through the electronic process prescribed under section 24. The registrar may promulgate rules and regulations for the requirements for electronic signature authentication, maintenance, invalidation or surrender of a secure paper title bearing an original signature.

Nothing in this chapter shall relieve a seller’s obligation under section 15 to assign and deliver title to a purchaser or the registrar at the time of delivery of the vehicle, nor shall anything in this chapter relieve a purchaser’s obligation under sections 1A and 2 of chapter 90 to take title to said vehicle prior to insuring or registering the vehicle.
