Pre-Application
The Massachusetts Department of Energy Resources (DOER) is pleased to offer a pre-application for its Zero-Interest Energy Efficiency Loan program for Massachusetts Municipal Light Plant (MLP) customers. Through this program, MLP customers may be eligible to receive 0% financing up to $25,000 for qualifying energy-efficiency upgrades, including weatherization and heat pump installations.
This program is supported in part by the U.S. Department of Energy (U.S. DOE) State Energy Program Energy Efficiency Revolving Loan Fund.
MLP customers who wish to participate in the MLP Zero-Interest Loan Program should complete the pre-application form found below. The MLP Zero-Interest Loan Program offers 0% interest loans to residential homeowners served by MLPs who are not eligible for the Mass Save® HEAT Loan. The program provides an interest rate buy-down to individual homeowners having work performed on their own home for qualifying energy efficiency projects. Loans are issued by private lenders, and interest is paid by DOER using federal and state funds.

Funding is not guaranteed. Participation and interest payments are conditioned on credit and bank approval, receipt of qualifying home energy assessment, installation of recommended energy efficiency and electrification measures supported by this program, fulfillment of all U.S. DOE program requirements, other terms and conditions, and authorization of DOER. Funding is subject to availability.
