About Massachusetts Opioid Settlements

The Massachusetts Statewide Opioid Settlement Funds are the result of legal action taken by the Massachusetts Attorney General’s Office (AGO) to hold various companies and individuals accountable for their role in contributing to the nationwide opioid crisis. This webpage provides general information and resources related to these funds.

The Massachusetts State Subdivision Agreement governs how opioid settlement funds are distributed across the Commonwealth. Distribution of opioid settlement funds varies. Some settlements disburse all funds to the state (via the Opioid Remediation and Recovery Trust Fund, or ORRF), while other settlement agreements allocate funds to both the state and participating municipalities.

Under the State Subdivision Agreement:

All state and municipal funds must be used solely for opioid abatement, including prevention, harm reduction, treatment, and recovery services, and may not be used to supplant existing financial resources. 

About the Opioid Settlement Fund Dashboard

The Opioid Settlement Fund Dashboard lets you explore how opioid settlement funds are used across Massachusetts. The dashboard has three main views: 

  • Annualized Settlement Funds view: Displays the statewide opioid settlement funds received by fiscal year and the projected funds to be received through fiscal year 2038.
  • State Opioid Recovery and Remediation Funds view: Displays information about the initiatives funded by the state portion of the opioid settlement funds.
  • Municipality/Collaborative view: Every municipality that receives funds must submit an annual expenditure report showing how money was used. Data from these reports is displayed on this view. Municipalities that collaborate financially will report as a collaborative. Please note that the information shown in this view reflects self-reported financial and program information from cities and towns. Displaying a project or expenditure on the dashboard does not indicate that it represents a best practice, or that it has been approved or recommended by the Massachusetts Department of Public Health or the AGO.

This dashboard is designed to strengthen transparency, support accountability to the terms of the State Subdivision Agreement, and to help communities understand how settlement dollars are being used. It should not be interpreted as a comprehensive inventory of every opioid-related initiative in Massachusetts.

Mosaic Municipal Opioid Abatement Training and Technical Assistance (TTA) Program 

The Mosaic Municipal Opioid Abatement Training and Technical Assistance (TTA) Program is a statewide capacity-building initiative that helps cities and towns effectively, equitably, and compliantly steward their municipal opioid settlement funds. The TTA program provides municipalities with practical tools and guidance to strengthen governance, plan strategic investments, and translate opioid abatement dollars into measurable community impact.

The Mosaic TTA website serves as a central hub for municipal resources and offers:

  • Access to state and national guidance and best practices for opioid abatement
  • Practical tools and templates to help municipalities manage their settlement funds effectively
  • An online system for municipalities to ask questions and request individualized support
  • Information on upcoming and past training events, webinars, and other learning opportunities

Together, these resources are intended to meet municipalities where they are—across varying levels of readiness—and support continuous learning, informed decision-making, and alignment with the requirements and intent of the Massachusetts State Subdivision Agreement.

The Mosaic TTA program is made available through the Mosaic Opioid Recovery Partnership (MOSAIC). Mosaic is a public-private collaboration designed to support community-based organizations and municipalities in effectively abating the harms of the overdose epidemic at the local and regional levels.
