MassHealth Eligibility Redeterminations Process

MassHealth 2023-2024 Member Eligibility Redetermination and Renewals Update - March 2023

In March 2020, the federal government declared a public health emergency (PHE) due to the COVID-19 pandemic. In response to the PHE and consistent with federal continuous coverage requirements, MassHealth put protections in place that prevented members’ MassHealth coverage from ending during the COVID-19 emergency. When continuous coverage requirements end on April 1, 2023, MassHealth will return to our standard annual eligibility renewal processes.

During this webinar we will highlight key tools and resources members and our community partners can access to ensure that we can reach members, help members understand and find support to complete their redetermination.

After attending this webinar, participants will be able to:

  • Describe MassHealth’s 2023-2024 Redetermination Process
  • Identify key timelines and steps for member action
  • Explain how members can find supporting resources in the community
  • Identify awareness and support materials for members, partners and stakeholders

It also provides information specifically relevant to renewals for MassHealth members with disabilities and explains what organizations who work with members with disabilities and caregivers of people with disabilities can do to support members during this year’s renewal cycle.

It explains what members, and the organizations that support them, can do to ensure that MassHealth members maintain the best coverage they are eligible for. It also provides information specifically relevant for MassHealth children or parents of children on MassHealth.

Organizations Interested in Becoming Certified Application Counselors (CACs)

This webinar was held on March 20, 2023. 

Certified Application Counselors (CACs) help people apply for health insurance benefits, enroll in health plans, and maintain health insurance coverage.  In Massachusetts, the CAC Program is a joint program, administered by MassHealth and supported by the Massachusetts Health Connector. 

  • The CAC Program is a voluntary program, no one pays for the help they receive from a CAC.  

  • Individuals do not need a CAC to apply for or receive benefits. Certified Application Counselor (CAC) help people apply for health insurance benefits, enroll in health plans, and maintain health insurance coverage 

  • Individuals alone cannot become CACs. Your organization must partner with MassHealth and the Massachusetts Health connector, and then individuals within your organization can be trained as CACs
