There has been ongoing coordination with various MassDOT agencies while developing the 2024 NEVI Plan. The agencies and their roles in the 2024 NEVI Plan Update and ongoing NEVI Contracting Process are outlined below.
MassDOT Office of Transportation Planning (OTP)
Role:
OTP was the original plan developer; the organization was involved in technical analysis and development of gap zones. OTP was a part of the selection committee and was consulted about procurement process.
Executive Office of Energy and Environmental Affairs (EEA)
Role:
EEA staff provided support to the development of this plan update via review of key deliverables, including public and stakeholder engagement materials, analysis methods and results, and the draft NEVI Plan. Collaboration between MassDOT and EEA helps to ensure that the plan recommendations are consistent with other Commonwealth priorities, policies, and programs. EEA also acted as a liaison with utility companies.
MassDOT Highway Division
Role:
The MassDOT Highway Division has currently assumed the lead for technical analysis. The Highway Division was a part of the selection committee and consulted about procurement process. The Highway Division is now the Implementation Manager for NEVI program.
MassDOT Office of the General Counsel
Role:
The Office of the General Counsel was the Procurement Lead for the NEVI Program. They retained outside counsel to help with the procurement and manage procurement process. The Office of the general Counsel also served as a lead for coordinating across state agencies.
MBTA – Massachusetts Bay Transportation Authority
Role:
Stakeholder for Charging and Fueling Infrastructure (CFI) Grant and NEVI program. Act in an advisory capacity for site selection and implementation.
Department of Public Utilities

Department of Energy/ Leading by Example (LBE)

FFIO – Federal Funds and Infrastructure Office
