8.1 Planned Charging Stations

Stations Under Construction

There are currently no NEVI funded stations under construction. Construction is planned to begin for the earliest station by late 2024, early 2025.

There is one station in Deerfield, MA with a finalized location that has been funded through the CFI grant. CFI funding will be used to supplement NEVI funding to achieve fully built out status through these segments.

Planned Stations

Planned stations are shown as segments of alternative fuel corridors (AFCs). There are three main benefits of developing AFC segments.

  1. Shows how the full build-out of stations will meet NEVI spacing requirements.
  2. Provides a total number of stations and a basis for a high-level cost estimate.
  3. Gives MassDOT and the Developers a more targeted approach for identifying and selecting   station locations.

Segment Development Methodology

The general philosophy for creating AFC segments is that it is acceptable to exceed NEVI spacing requirements so long as the total number of segments/stations is within budget. MassDOT’s goal is to spend the vast majority or all of its allocated $63.5M NEVI funding.

A maximum segment length of 25 miles is used to ensure NEVI spacing requirements are met. If stations are placed anywhere within these segments, they will be at most 25 miles from the State border and within 50 miles from each other (see Figure 1). A map of the AFCs and the designated segments can be found in Figure 2. Overall, the stations will be less than 25 miles apart on average which exceeds NEVI spacing requirements. A list of the identified segments is included in Table 8.

Notes:

  1. Segments are subject change based on site specific task orders issued.
  2. Unique ID for stations is determined by the segments for each AFC.
  3. Address to be determined. However, the location is classified as rural or urban.

8.2 Planning Towards a Fully Built Out Determination

Utilizing the segment methodology, to comply with NEVI requirements, Table 9 below identifies the minimum number of stations needed to achieve fully built out status.

Table 9: Plan for Fully Built Out Determination

Fully Built Out StatusTimeline
How many stations are still needed to achieve Fully Built Out status (based on the State’s EV AFCs as of the date of this update’s submission)?

Total of twenty-four (24) stations:

  • Eleven (11) stations within twenty-five (25) miles of the border
  • Thirteen (13) additional throughout the state.

Zero (0) stations have been built out as of August 2024.

Provide the estimated month/year to achieve Fully Built Out status:FY 2026 for Deployment, FY 2029 for O&M

8.3 EV Charging Infrastructure Deployment After Build Out

Once fully built out status is achieved, the remaining segments will continue to be built out with NEVI funding to increase redundancies throughout the AFCs. This funding will be evaluated based on stakeholder input, community input, and speed to market to further build out the remaining segments throughout the state.
