5.1 Status of Contracting Process

The original Request for Response (RFR) was posted by MassDOT in December of 2023, and two addendums were posted in February of 2024. This will be the only round of solicitation for the NEVI funding. The three vendors under contract with MassDOT from this procurement will be the vendors throughout the life of the project.

5.3 Scoring Methodologies Utilized

Two rounds of evaluation occurred for the NEVI Formula Program responses to the RFR.

The first evaluation was the “Initial Response Qualitative Evaluation” which is outlined in Table 6 below. These initial response criteria were the first step in evaluating the responses.

After initial evaluation of the respondents, MassDOT posted a short-list of vendors to submit a full response on the MassDOT COMMBUYS website.

The Response Evaluation Criteria for the short-list of selected vendors included more detailed evaluations, outlined in Table 7 below.

The four vendors were selected using this criteria, and specific sites will then be determined based on site evaluation criteria and a segment analysis methodology. See Section 8.1 for a breakdown of segment methodology and scoring.

5.4 Plan for Compliance with Federal Requirements

All federal requirements will be met through the contracting process. Contract Documents can be found on the MassDOT COMMBUYS website. Federal Requirement compliance is stated in “MassDOT NEVI - Pre-Development Services Agreement Exhibits (Addendum 2).pdf” Exhibit 1 under NEVI Rule.

MassDOT has hired an external consultant to independently verify all NEVI requirements are met through the design and construction of the charging sites.
