Overview
The Office of Data Innovation and Analytics (ODIA) partners with agencies across the Commonwealth to transform how data is managed and applied. Led by the Chief Data Officer (CDO), ODIA provides the tools, standards, and expertise that enable secure data sharing, high-quality analysis, and a growing culture of data literacy across state government.
ODIA's mission is to turn data into insight and action to improve lives across the Commonwealth — solving challenges through partnership, innovation, and integrity. The office works to make data easier to find, share, and use responsibly, helping agencies make better decisions and improve outcomes for residents, businesses, and visitors.

Data Sharing & Governance
We help agencies share data securely and responsibly through statewide agreements and frameworks.
- Data Sharing MOU: Establishes the Commonwealth’s legal framework for interagency data sharing
- Data Use License Agreements (DULAs): Define the scope, privacy considerations, and purpose of specific data sharing projects. ODIA can help facilitate this process by reviewing requests, coordinating with relevant legal and privacy offices, and supporting agencies through execution
- Governance Support: Guidance on stewardship, data standards and best practices for effective data management

Data Literacy & Community

Featured Projects
- Learn to Earn Initiative: ODIA partnered with workforce, education, and human services agencies to combine de-identified data across multiple systems. The resulting dataset allows the Commonwealth to better understand how residents move between training, education, and employment programs, helping to inform workforce policy and improve outcomes for job seekers.
- HRD Diversity Dashboard: In collaboration with the Human Resources Division (HRD), ODIA developed a public-facing dashboard that tracks diversity and equity trends across the state workforce. The tool highlights changes over time in key demographics and supports evidence-based efforts to build a more inclusive public sector.
- SNAP Data Collaboration: ODIA worked with the Department of Transitional Assistance (DTA) to analyze enrollment and renewal patterns in the Supplemental Nutrition Assistance Program (SNAP). The insights helped identify points where residents were at risk of losing benefits unnecessarily and informed policy adjustments that made the process more consistent and accessible.
