QCML Criteria for Concrete Admixtures (M4.02.05)

For Concrete Admixtures (CADD) to be listed on the Qualified Construction Materials List (QCML), products must meet the requirements of Subsection M4.02.05 of MassDOT’s Standard Specifications including all Material and Testing Requirements, as well as submitted through AASHTO Product Evaluation & Audit Solutions Testing Requirements (formerly known as NTPEP), outlined herein.

Material Properties

Standard Admixtures. Standard admixtures shall meet AASHTO M 194 Standard Specification for Chemical Admixtures for Concrete.  

Air-Entraining Admixtures. Air-entraining admixtures shall meet AASHTO M 154 Standard Specification for Air-Entraining Admixtures for Concrete.

Corrosion Inhibiting Admixtures. Corrosion inhibiting admixtures shall meet ASTM C1582 Standard Specification for Admixtures to Inhibit Chloride-Induced Corrosion of Reinforcing Steel in Concrete. 

Submittal and Testing Requirements

A manufacturer requesting approval of Concrete Admixtures shall furnish to MassDOT RMS the following:

  • If required, the material specifications and performance data for their product as specified under the MassDOT Testing Requirements section shown below.
  • All AASHTO Product Evaluation & Audit Solutions testing requirements for Concrete Admixtures as specified under the AASHTO Product Evaluation & Audit Solutions Testing Requirements section shown below.
  • Corrosion Inhibitor products must meet the additional independent testing requirements as specified by Independent Testing Requirements section shown below.

All submittals shall be certified to be in conformance with the manufacturer’s instructions. Concrete Admixtures qualified by MassDOT per the performance criteria shall be considered for placement on the MassDOT QCML.

AASHTO Product Evaluation & Audit Solutions Testing Requirements:

The following criteria must be met as part of the product submission.

  • The full 1-year report shall be released as "Public".

  • The report shall state which type of admixture was tested.

MassDOT Testing Requirements:

Manufacturers may request MassDOT evaluation once they have completed the AASHTO Product Evaluation & Audit Solutions testing requirements.

The following criteria must be met as part of the product submission:

  • The manufacturer must certify that the product is in accordance with M4.02.05.
  • If the Concrete Admixture is Type S, the manufacturer must supply a Technical Data Sheet that states its usage.

Independent Testing Requirements:

The following submittal requirements are for Corrosion Inhibitor Concrete Admixtures only.

All submitted independent test results shall meet the following requirements:

  • The Certified independent test reports submitted must demonstrate conformance to M4.02.05 and ASTM C1582.
  • The Independent Lab must be recognized by the National Cooperation for Laboratory Accreditation (NACLA) in Construction Materials Engineering and Testing (CMET) or an equal program approved by Research and Materials.
  • All testing shall be performed by one Independent Lab unless approved by the Engineer.
  • Independent test reports must be dated within 2 years from the initial submission.
  • Samples for all required testing shall be fabricated at the same time. Test reports shall denote the lot of material as well as the sample fabrication and testing dates.

Product Listing, Expiration, and Re-Approval

Once approved, the Concrete Admixture will be listed on the MassDOT QCML. The product shall remain on the approved list for five (5) years unless one of the following occurs:

  • If the manufacturer does not have the product reevaluated by AASHTO Product Evaluation & Audit Solutions in accordance with the AASHTO Product Evaluation & Audit Solutions CADD workplan.
  • If the product’s technology changes.
    • If the product formulation or technology changes, the manufacturer shall notify MassDOT RMS.
    • Manufacturers must resubmit products to AASHTO Product Evaluation & Audit Solutions for testing upon any reformulation of the product.
  • MassDOT RMS determines that the product no longer meets the minimum requirements.

A written request for re-approval must be submitted to the Department at least 60 days prior to the expiration date for the product to remain on the QCML. The manufacturer will be required to submit certified test reports demonstrating conformance to the specification.
