QCML Criteria for Pavement Crack Sealers

This criteria was qualified by MassDOT as of the date posted: March 1, 2024

For a Pavement Crack Sealer to be listed on the Qualified Construction Materials List (QCML), a product must be evaluated by AASHTO Product Evaluation & Audit Solutions (formerly known as NTPEP) and meet the requirements of Subsections M3.05.0 & M3.05.2 of MassDOT’s Standard Specifications including all Material and Testing Requirements outlined herein.

Material Properties

  • The manufacturer of the Pavement Crack Sealers must certify that the product is in accordance with Subsections M3.05.0 & M3.05.2 of MassDOT’s Standard Specifications.
  • The product must meet ASTM D6690, the Manufacturer’s instructions and recommendations, and shall disclose which of the Material Types it qualifies for.
Type Description
Type II A joint and crack sealant capable of maintaining an effective seal in most climates. Material is tested for low-temperature performance at -29 Degrees C using 50% extension.
Type III A joint and crack sealant capable of maintaining an effective seal in most climates. Material is tested for low-temperature performance at -29 Degrees C using 50% extension.

 

Submittal and Testing Requirements

A manufacturer requesting approval of Pavement Crack Sealers shall furnish to MassDOT RMS the following:

  • AASHTO Product Evaluation & Audit Solutions designation.

All submittals shall be certified to be in conformance with the manufacturer’s instructions. Pavement Crack Sealers qualified by MassDOT per the performance criteria shall be considered for placement on the MassDOT QCML.

AASHTO Product Evaluation & Audit Solutions Testing Requirements:

  • AASHTO Product Evaluation & Audit Solutions testing shall show that the product meets the requirements of ASTM D6690 Type II (ASTM D6690 Type III also acceptable):

    • Cone Penetration @ 25°C (77°F)
      • Product will have a maximum penetration of ninety (90).
    • Softening Point
      • Product will have a minimum softening point of eighty (80).
    • Asphalt Compatibility
      • Product will be asphalt compatible and will pass at heating.
    • Resilience @ 25°C (77°F)
      • Product will have a minimum resilience of sixty (60).
    • Non Immersed Bond
      • Product will pass three (3) cycles without adhesion and cohesion failures over six (6) mm. 
  • Field Evaluation (Per work plan, only required upon first submittal)
    • Seal Condition Number
      • Product will have a seal rating of less than three (3) after three (3)years.

Product Listing, Expiration, and Re-Approval

Once approved, the Pavement Crack Sealer will be listed on the MassDOT QCML. The product shall remain on the approved list for Three (3) years unless one of the following occurs:

  • If the manufacturer does not have the product reevaluated by AASHTO Product Evaluation & Audit Solutions in accordance with the Pavement Crack Sealers workplan.
  • If the product’s technology changes.
    • If the product formulation or technology changes, the manufacturer shall notify MassDOT RMS.
    • Manufacturers must resubmit products to AASHTO Product Evaluation &Audit Solutions for testing upon any reformulation of the product.
  • MassDOT RMS determines that the product no longer meets the minimum requirements.

A written request for re-approval must be submitted to the Department at least
sixty (60) days prior to the expiration date for the product to remain on the QCML.
