QCML Criteria for Structural Steel Paint System

This criteria was qualified by MassDOT as of the date posted: December 20, 2024

For a Structural Paint System to be listed on the Qualified Construction Materials List (QCML), products must meet the requirements of Section M7.02 of MassDOT’s Standard Specifications including all Material and Testing Requirements outlined herein.

Material Properties

The Structural Paint System shall consist of the following:

  • Primer
  • Interim
  • Topcoat

Chemical composition of the primer, interim and topcoat that make up the paint system shall conform to the manufacturer’s specifications for the material. All components shall be approved by the manufacturer as being compatible for use with the specified membrane. 

Submittal and Testing Requirements

Structural Paint manufacturer must submit the listed items to the department:

  • Safety Data Sheet (SDS)
  • Environmental Data Sheet (EDS)
  • Product Data Sheet (PDS)
  • Cover Letter (Including: Product Name, AASHTO Product Evaluation and Audit Solutions Program Datamine System Number, intended Coat Type, a summary of files submitted, and contact information)

Structural Paint Products shall be on the most recent NEPCOAT Qualified Products List (QPL) and meet the specified tolerance on NEPCOAT for each verification test. The tolerance shall be applied to the AASHTO Product Evaluation and Audit Solutions Program Datamine test result, not the manufacturer’s listed value. Additionally, products must meet all applicable MassDEP’s VOC requirements, and AMS-STD-595 Federal Color Index Determination (when applicable). Structural paint will be tested according to the following:

  • ASTM D 562 Consistency
  • ASTM D 1475 Density
  • ASTM D3723 Pigment
  • ASTM D 2369 Volatile Content
  • AMS STD 595 Federal Color Index

It is the responsibility of the Manufacturer to notify MassDOT QCML when a new product is listed on the NEPCOAT QPL.

All submittals shall be certified to be in conformance with the manufacturer’s instructions. Systems qualified by MassDOT per the performance criteria shall be considered for placement on the MassDOT QCML.

MassDOT Testing Requirements:

MassDOT shall perform prequalification testing on the paint system.

Samples must be 1 quart and taken in clean, dry, airtight, widemouthed metal quart cans. The sample container must be filled within 2 in. from the top of the can and sealed properly. Each sample must be labeled with the name of the manufacturer, brand, coat, and color prior to shipping to the Department. The sample should be accompanied by paperwork indicating the Product Name, Datamine System Number, and intended Coat Type.

Product Listing, Expiration, and Re-Approval

Once approved, the Structural Paint System will be listed on the MassDOT QCML. The product shall remain on the approved list five (5) years unless one of the following occurs:

  • If the product’s technology changes.
    • If the product formulation or technology changes, the Manufacturer shall notify MassDOT RMS.
  • MassDOT RMS determines that the product no longer meets the minimum requirements.

A written request for re-approval must be submitted to the Department at least 90 days prior to the expiration date for the product to remain on the QCML.
