QCML Criteria for Thermoplastic White and Thermoplastic Yellow

This criteria was qualified by MassDOT as of the date posted: February 5, 2026

For a Thermoplastic material to be listed on the Qualified Construction Materials List (QCML), a product must meet the requirements of Subsections M7.01.03 of MassDOT’s Standard Specifications including all Material and Testing Requirements outlined herein.

Material Properties

The manufacturer of the Thermoplastic materials must certify that the product is in accordance with Subsections M7.01.03 of MassDOT’s Standard Specifications.

The product must be tested in accordance with AASHTO T 250 and meet the requirements of AASHTO M 249 and additional requirements listed in M7.01.03.

Submittal and Testing Requirements

MassDOT Research & Materials (RMS) requires Independent Lab Test Results for evaluation. 

Manufacturer shall provide a notarized Certificate of Compliance (COC) certifying that the product is in compliance with the applicable specifications and shall contain the following information:

  • Name and location to which the material is supplied;
  • Kind of material supplied;
  • Quantity of material represented by the certificate;
  • Means of definitively identifying the consignment, such as batch number, invoice number, lot number, bill of lading number, label, marking, etc.;
  • Date and method of shipment;
  • Statement indicating that the material has been tested in accordance with AASHTO T250 and found in conformity with AASHTO M249 and all applicable MassDOT requirements in M7.01.03;
  • Statement indicating that the material meets the requirements of Buy America and BABA;

  • Signature of a person having legal authority to bind the supplier.

Manufacturer requesting approval of Thermoplastic material shall furnish to MassDOT RMS the following:

  • Manufacturer shall submit material for testing on all Batch Numbers intended to be supplied to MassDOT. Send material to:

QCML Listing, Expiration, and Re-Qualification

Once qualified, the Thermoplastic Manufacturer and batch numbers will be listed on the QCML for (5) years. The product shall remain on the qualified list unless the following occurs:

  • MassDOT RMS determines that the product no longer meets the minimum requirements.

A written request for re-qualification must be submitted to the Department at least 60 days prior to the expiration date to remain on the QCML.
