QCML Criteria for Water-Borne Traffic Paint White and Yellow

This criteria was qualified by MassDOT as of the date posted: May 22, 2026

For a Water-Borne Traffic Paint material to be listed on the Qualified Construction Materials List (QCML), a product must meet the requirements of Subsection M7.01.04 of MassDOT's Standard Specifications including all Material and Testing Requirements outlined herein. This includes a requirement for a product to be evaluated by AASHTO Product Evaluation & Audit Solutions Pavement Marking Materials (PMM) Program. 

Material Properties

The manufacturer of the Water-Borne Traffic Paint materials must certify that the product is in accordance with AASHTO M 348 Standard Specification and complies with 40 CFR 261.24. 

Submittal and Testing Requirements

Test results shall be provided in the form of Independent Test Results or COA. Datamine System Number must be listed on the submitted test results and/or the COC.

Manufacturer shall provide a notarized Certificate of Compliance (COC) certifying that the product is in compliance with the applicable specifications and shall contain the following information:

  • Name and location to which the material is supplied;
  • Kind of material supplied;
  • Quantity of material represented by the certificate;
  • Means of definitively identifying the consignment, such as batch number, invoice number, lot number, bill of lading, label, marking, etc.;
  • Date and method of shipment;
  • Statement indicating that the material has been tested and found in conformity with AASHTO M 348, 40 CFR 261.24,and all applicable MassDOT requirements listed in M7.01.04;
  • Statement identifying the pigment used for yellow water-borne traffic paint and confirmation that the pigment is in conformance with M7.01.04;
  • Statement indicating that the material meets the requirements of Buy America and BABA, when applicable;
  • Signature of a person having legal authority to bind the supplier. 

AASHTO Product Evaluation and Audit Solutions shall show that:  

  • The test reports are dated five (5) years from the initial submission or resubmission of a product.
  • Manufacturer must submit a Domestic Materials Self-Certification Form through AASHTO's Industry Document Repository for BABA compliance. 
  • The target value referred in AASHTO M 348 will be the measured value listed in DataMine for the following characteristics:

    • Weight per gal (lb)
    • Nonvolatile Content (%)
    • Pigment Content (%)

Manufacturer requesting approval of Water-Borne Traffic Paint material shall furnish to MassDOT RMS the following:

  • Manufacturer shall submit material for testing on all Batch Numbers intended to be supplied to MassDOT. Send material to:

QCML Listing, Expiration, and Re-Qualification

Once qualified, the Water-Borne Traffic Paint Manufacturer and batch numbers are listed on the QCML for (5) years. The product shall remain on the qualified list unless the following occurs:

  • MassDOT RMS determines that the product no longer meets the minimum requirements.

A written request for re-qualification must be submitted to the Department at least 60 days prior to the expiration date to remain on the QCML.
