Material Properties
The manufacturer of the Water-Borne Traffic Paint materials must certify that the product is in accordance with AASHTO M 348 Standard Specification and complies with 40 CFR 261.24.
Submittal and Testing Requirements
MassDOT Research & Materials (RMS) requires Independent Lab Test Results for evaluation.
Manufacturer shall provide a notarized Certificate of Compliance (COC) certifying that the product is in compliance with the applicable specifications and shall contain the following information:
- Name and location to which the material is supplied;
- Kind of material supplied;
- Quantity of material represented by the certificate;
- Means of definitively identifying the consignment, such as batch number, invoice number, lot number, bill of lading, label, marking, etc.;
- Date and method of shipment;
- Statement indicating that the material has been tested and found in conformity with AASHTO M348 and all applicable MassDOT requirements listed in M7.01.04;
- Statement identifying the pigment used for yellow water-borne traffic paint and confirmation that the pigment is in conformance with M7.01.04;
- Statement indicating that the material meets the requirements of Buy America and BABA, when applicable;
Signature of a person having legal authority to bind the supplier.
Manufacturer requesting approval of Water-Borne Traffic Paint material shall furnish to MassDOT RMS the following:

QCML Listing, Expiration, and Re-Qualification
Once qualified, the Water-Borne Traffic Paint Manufacturer and batch numbers are listed on the QCML for (5) days. The product shall remain on the qualified list unless the following occurs:
- MassDOT RMS determines that the product no longer meets the minimum requirements.
A written request for re-qualification must be submitted to the Department at least 60 days prior to the expiration date to remain on the QCML.
