Trade Adjustment Assistance (TAA)

Learn more about Trade Adjustment Assistance (TAA), a federal program for workers, employers, and communities impacted by foreign trade.

About TAA

The Trade Program ended on July 1, 2022 (the termination provision under Section 285(a) of the Trade Act of 1974, as amended, took effect). Until further notice, the U.S. Department of Labor (DOL) can’t issue or review new TAA decisions. Workers who were determined eligible for benefits before that date should contact their nearest MassHire Career Center.

In Massachusetts, all TAA benefits are provided by the MassHire Department of Career Services (MDCS) and the Department of Unemployment Assistance (DUA).

Trade program benefits for job seekers

Trade Adjustment Assistance (TAA) provides benefits to workers who lose their jobs, or whose hours of work and wages are reduced as a result of increased imports, or whose jobs were exported offshore. Workers who filed for eligibility under a certified petition and were determined eligible on or before June 30, 2022, may still be eligible for benefits. Contact your local MassHire Career Center to learn more.

Trade program information for workforce development professionals

Workforce professionals can access a number of resources to support dislocated workers who may qualify for TAA, including assistance and information about trade programs.

Workers who meet the qualifying criteria may receive basic reemployment services such as job referrals, job clubs, resume-writing assistance, and TAA paid job retraining. Income support in the form of Trade Readjustment Allowances (TRA), job search allowances, and relocation allowances are no longer available.

Trade program resources

While DOL is not currently issuing new determinations, these resources may still be useful for employers, vendors, and workforce professionals. If you have any questions, be sure to contact your local Career Center.

Trade reports

Trade reports from the MassHire Department of Career Services are available for review. For reports prior to 2020, reach out to the Trade Program directly.
