DMH Clinical and Professional Services (CPS)

The Deputy Commissioner of Clinical and Professional Services (CPS) serves as the Medical Director of the Department of Mental Health and oversees several vital functions on behalf of the state mental health authority.

About Clinical and Professional Services

The Clinical and Professional Services Division provides:

  • Guidance and consultation to the Massachusetts Behavioral Health system on current best practices in the assessment and treatment of serious mental illness (SMI).  
  • Licenses and monitors the quality and safety of care in the Massachusetts system of acute psychiatric inpatient hospitals.  
  • Oversees DMH’s Workforce Development Initiatives to inspire and engage our future behavioral health workforce which reflects the racial, ethnic, and cultural diversity in Massachusetts through training grants, loan forgiveness and other professional development opportunities.  
  • Oversees critical research in the field of mental health through the two DMH Research Centers of Excellence (COE) that are charged with developing or adapting evidence-based practices for the diverse communities of Massachusetts. 
  • Develops and oversees statewide quality, performance and contract management standards that are culturally sensitive and promote recovery and person-centered planning. 
  • Administers the Community Mental Health Block Grant (MHBG), Federal funding provided through the Substance Abuse and Mental Health Services Administration (SAMHSA) to assure access to comprehensive culturally sensitive community based mental health services for adults with serious mental illness and children with serious emotional disturbance, in partnership with the State Mental Health Planning Council
