314 CMR 21 provides municipalities with an opportunity to implement comprehensive plans to control nutrient pollution, particularly from nitrogen, into coastal embayments and estuaries. Nitrogen pollution is significantly harming water quality, plant and animal life, and recreational and business opportunities, particularly on Cape Cod. Complements amendments to Title 5, 310 CMR 15, which are being promulgated contemporaneously.
