603 CMR 2.00 governs the review of the educational programs and services provided by public schools and the assistance to be provided by districts and the Department to improve them; it identifies the circumstances under which a school may be declared underperforming and those under which a school or school district may be declared chronically underperforming, resulting in accountability and assistance in accordance with state laws. 603 CMR 2.00 holds districts and schools accountable for educating their students well and assists them in improving the education they provide.
