603 CMR 2.00 governs the review of the educational programs and services provided by public schools and the assistance to be provided by districts and the Department to improve them; it identifies the circumstances under which a school may be declared underperforming and those under which a school or school district may be declared chronically underperforming, resulting in accountability and assistance in accordance with state laws.
