Introduction

SDO certification is an important milestone in your journey to securing procurement and contracting relationships with the Commonwealth of Massachusetts and as a partner of a Commonwealth prime contractor.  The SDO believes that the resources on this page are critical components in the roadmap to your success in navigating the Commonwealth’s public procurement process.  This page provides useful information and resources that should help to remove systemic challenges and barriers, while providing resources to diverse and small businesses, including access to capital, training and development, networking and bidding opportunities. The SDO’s goal is to provide resources and best practices to help you to become more familiar with the Commonwealth’s public procurement process and develop the knowledge and skills to become a successful bidder/contractor or partner for bidders/contractors on Commonwealth Goods and Services and Construction procurement opportunities.
