Massachusetts Comprehensive Energy Plan (CEP)

Assessment of multi-sector supply, demand, affordability and emissions.

On September 16, 2016, Governor Baker signed Executive Order No. 569: Establishing an Integrated Climate Change Strategy for the Commonwealth, which included a directive to publish a Comprehensive Energy Plan (CEP). The CEP includes reasonable projections of the Commonwealth’s energy demands for electricity, transportation, and thermal conditioning. The CEP also includes strategies for meeting these demands in a regional context, prioritizing meeting energy demand through conservation, energy efficiency, and other demand-reduction resources in a manner that contributes to meeting the Commonwealth’s greenhouse gas emissions limits set by the Global Warming Solutions Act (GWSA).

Process

The Department of Energy Resources and the Secretary of Energy and Environmental Affairs are developing the Comprehensive Energy Plan (CEP) to detail the context, strategies, and choices faced by the Commonwealth and its residents as the energy systems transforms to meet the Commonwealth's shared goals of a clean, affordable, and reliable energy future. This effort is completed in coordination with and as a complement to other Commonwealth planning efforts including the Clean Energy and Climate Plan. The report will be published in September 2018.

CEP Stakeholder Meetings

As part of the final phase in the development of the CEP, DOER and the CEP consultant presented initial data and analysis focused on the drivers for energy supply and demand across the transportation, thermal conditioning, and power sectors. This analysis has been developed to examine the impact of different drivers for meeting future demand across these sectors and highlights the trends and challenges between now and 2030. 

DOER invited stakeholders to attend the following meetings for a presentation of the initial data and analysis and initial stakeholder feedback. Presentation slides can be found under Stakeholder Materials below.
