The Program of All-Inclusive Care for the Elderly (PACE) provides long-term care to people aged 55 or older who are eligible for nursing home care. PACE’s goal is to help enrollees remain in the community as long as possible.

Massachusetts PACE Evaluation – Nursing Facility Residency and Mortality Summary Report

The goal of these studies was to assess PACE's effect on nursing facility residency (that is, a stay that lasts more than 4 months and is unlikely to lead to a patient's returning to their community). The studies use data from 2006-2012 Medicare and Medicaid claims and enrollment data as well as Nursing Home Minimum Data Set (MDS) records. The 2015 study includes an analysis of mortality in the 12 months following PACE enrollment.

Massachusetts PACE Report

This study assesses PACE, including its cost, use, the quality of care it provides, and the quality of life it leads to. The study takes into account participants' perspectives, chart reviews, and an examination of cost of use data. It includes findings in 4 areas:

  • Operational Review: A summary of how PACE providers operate, including staffing, culture, and organizational structure
  • Clinical Review: A limited chart review with a focus on consumer quality, consumer outcomes, and care plans
  • Member and Caregiver Experience: Interviews with PACE participants and/or family members to determine their satisfaction with PACE 
  • Financial Analysis: An analysis of cost effectiveness
