Municipal Construction Affirmative Marketing Program
The SDO’s MCAMP establishes and monitors the participation of Minority Business Enterprises (MBE) and Women Business Enterprises (WBE) on state-assisted vertical design and construction projects throughout the Commonwealth.
The SDO assists political subdivisions, including many municipalities, in establishing goals for MBE and WBE participation and monitors compliance on state-assisted construction and design projects undertaken by political subdivisions of the Commonwealth. The SDO is not an awarding authority.
Veteran Business Program
The SDO’s VBP has set a 3.0% Veteran Business Enterprise (VBE)/Service-Disabled Veteran-Owned Business Enterprise (SDVOBE) goal for all state and state-assisted building projects costing more than $150,000. This 3.0% VBE/SDVOBE goal applies to both the design phase and to the construction phase.
Compliance: Political subdivisions, including municipalities, are required to follow specific procedures for setting goals and ensuring compliance, which can be found in the SDO's guidelines and on the Mass.gov website.
Division of Capital Asset Management and Maintenance DCAMM offers contractor certification for firms interested in bidding on public vertical construction projects. DCAMM administers the Affirmative Marketing Program (AMP) for public building design and construction projects managed by DCAMM and certain other large state-funded projects. DCAMM sets project-specific goals for MBE and WBE participation and sets overall annual program goals.
