Public Hearing for Pole Attachment Rulemaking (DPU 26-10/DTC 26-1)
Overview
The Department of Public Utilities and the Department of Telecommunications and Cable are jointly conducting a virtual public hearing to receive comments on proposed revisions to the two agencies’ shared regulations, 220 CMR 45.00 et seq., regarding pole attachment, duct, conduit, and right-of-way complaint and enforcement procedures. The agencies also seek further comment on a draft amended and restated Memorandum of Agreement (MOA) and potential, non-binding alternative dispute resolution provisions. The public hearing will take place on Wednesday, May 27, 2026, at 2:00 p.m. For audio-only access to the hearings, attendees can dial-in at 646-931-3860 (not toll free) and then enter Meeting ID# 814 1870 6323. This hearing will be conducted in English. To request interpretation and/or translation in a language other than English, please send an email to dpu.ej@mass.gov by 5:00 p.m. on Wednesday, May 20, 2026.
Any person interested in commenting on this matter may submit written comments no later than the close of business (5:00 p.m.) on Thursday, June 11, 2026.
