Bulk Data Program

The Registry of Motor Vehicles’ Bulk Data Program allows Driver's Privacy Protection Act (DPPA) permitted users to purchase RMV data in the form of a bulk file.

Overview

The Bulk Data Program allows Driver's Privacy Protection Act (DPPA) permitted users to purchase RMV data in the form of a bulk file. 

There are four types of bulk data files available to purchase: 

  • The Driver License Files includes data pertaining to the licensee, license class and issue & expiration date. 

  • The Vehicle Registration Files includes data pertaining to the registration, vehicle, title, and owner. 

  • The Lienholder file includes lienholder name, address, lien code, and lien count. 

  • The Crash Files includes data pertaining to the accident location, vehicles involved, and severity of injuries. 

Bulk Data files are available either on a one time, monthly, quarterly, or yearly basis. 

To participate in the Bulk Data Program the RMV requires that all RMV Business Partners sign an Agreement for Access to Records and Data Maintained by the Registry of Motor Vehicles (“Access Agreement”) along with additional required documentation for this program. 

Bulk Data is only available to RMV permitted users. Refer to Section 1 of the Agreement for Access to Records and Data Maintained by the Registry of Motor Vehicles. 

RMV data contains Driver's Privacy Protection Act (DPPA) protected information, so your business must have a DPPA permitted use to access RMV data.  Your employees, contractors, and/or agents are required to have a background check before they can access RMV data, refer to Section 11 of the Access Agreement.  

Bulk Data Fees

There is a $7,500 fee for each file requested. A monthly invoice will be available to view and pay via the eServices Portal using either a credit card or eCheck.

Each user that would like access to the eService Portal must complete an eService Administrator – Invoicing Only Request Form and must have signed an Access Agreement, refer to the eServices section.

Requesting Bulk Data

Step 1: Create a signed and dated intent letter on your business letterhead stating: 

  • What the business need is for RMV Data 

  • How the data will be used 

  • Which RMV Bulk Data file you are requesting 

  • The frequency of the data (one time, monthly, etc.) 

  • Your letter must include contact information, including address, phone number and email address, letter must be signed and uploaded as a .pdf 

Step 2: Gather proof of FEIN. 

Acceptable proof of FEIN includes the following IRS documents: 

  • Form 147C, Form 5372 - Notice of New Employer Identification Number Assigned, 

  • CP575 notice (issued by IRS), or 

  • Certificate of Exemption Form ST-2 (issued by the Department of Revenue).  

Step3: Register for access to the RMV's Community Portal as a New Business Partner.  You will be required to upload your intent letter and proof of FEIN when registering. Only one person can register per business.  (After approved registration, more contacts can be added.) 

Step 4: Once your registration is approved, you will receive an email with your Community Portal login credentials. This may take up to 5-7 business days. 

Step 5: Log into the RMV's Community Portal to complete the process of becoming an RMV Business Partner for the program(s) you have selected. 

The person submitting the request will receive notification when the documents are approved or rejected.  End users will receive an email with their login credentials once approved.   

Documents

The following documents are required to be completed in the RMV's Community Portal.  

  • Access Agreement – depending on your business type the access agreement will be the standard or government version of the Agreement for Access to Records Maintained by Registry of Motor Vehicles.  

    • Visit the RMV's Community Portal, click on: My Business & Programs, click on open details. In the Business Checklists you will find the Access Agreement, click on Complete Online  
    • One agreement must be completed and signed by the signatory authority for your business.   

  • RMV eServices Administrator Access Form for Vehicle or Invoice Only 

    • This form is used for RMV Business Partners to designate Security Administrator(s) for Vehicle or Invoice transactions. 
    • Visit the RMV's Community Portal, click on the home page, under Download Forms, click on the applicable form, complete the form and upload completed form on the community portal.   

  • MOVEitTM Access Request Form (License, Registration & Title and Lienholder files only) 

    • This form is used to select the transmission method for your file delivery. 
    • Visit the RMV's Community Portal, click on the home page, under Download Forms, click on the applicable form, complete the form and upload completed form on the community portal.   

  • MOVEitTM End User Request Form (License, Registration & Title and Lienholder files only) 

    • This form is used to create End User credentials for the End User(s) that will need access to MOVEitTM solution for file pick up. 
    • Visit the RMV's Community Portal, click on the home page, under Download Forms, click on the applicable form, complete the form and upload completed form on the community portal.   

  • Crash Data Account Request form for Business Partners (only for CRASH bulk file) 

    • One form needs to be completed for the business partner to have an account created or updated.   
    • Visit the RMV's Community Portal, click on the home page, under Download Forms, click on the applicable form, complete the form and upload completed form on the community portal.   

  • Crash Data User Request form (only for CRASH bulk file) 

    • This form is used to add users to the Crash Data Portal/System  
    • Visit the RMV's Community Portal, click on the home page, under Download Forms, click on the applicable form, complete the form and upload completed form on the community portal.

The Bulk Data file layout, specification, data dictionary, and other technical documents will be provided to you upon approval of the program.

Delivery Method

Bulk Data files are delivered using the RMV’s Secure File Transfer Process (SFTP) MOVEit.
