Do I need to apply?
If you are a driver for a TNC in Massachusetts like Uber, Lyft, or Via, DO NOT complete this application. This business permit application is only for a corporation, partnership, sole proprietorship, or other entity that wishes to use a digital network, i.e., online‑enabled platform, to connect riders to drivers to pre-arrange and provide services in Massachusetts. If you are a driver for a permitted TNC, you DO NOT need to apply for your own permit.
To be clear, this application is NOT for:
- Any type of BCCC (background check clearance certificate) request or question
- Appealing any decision of the TNC Division
Completing this application will NOT result in a faster resolution of your pending background check or appeal. Thank you for your understanding.
Before you begin
If you are a corporation, partnership, sole proprietorship, or other entity that wishes to use a digital network, i.e., online‑enabled platform, to connect riders to drivers to pre-arrange and provide services in Massachusetts, you are welcome to apply for a TNC permit.

When you are ready to submit, please send the completed application as a PDF along with any attachments to DPUTNCQuestions@mass.gov with the subject line TNC Permit Application. As a reminder, attachments submitted to the Division must be in color, in PDF file format, and paginated with a table of contents. Incomplete applications and incorrectly arranged attachments may result in your application being denied.
