  1. What to Know

    The VW and Refuse Truck Electric Solicitation is one of several Department of Environmental Protection (MassDEP) grant programs aimed at reducing nitrogen oxide (NOx) and greenhouse gas (GHG) emissions, while driving technological and policy innovation across Massachusetts. $7.5 million of VW funding and $4 million of Climate Protection and Mitigation Expendable Trust (CMT) funding is available for eligible projects.

    Please Note: If your project is not eligible for a VW and Refuse Truck Electric Solicitation Grant, scroll to Step 6 below to Learn About Other MassEVIP Programs for which you might be eligible.

  2. Review the Guidance, Response to Questions, & Instructions

    Please read the VW and Refuse Truck Electric Solicitation Application Guidance & Grant Requirements document below, and keep it handy for reference as you complete your application in Step 3. Please review the response to questions. Questions were accepted until 5 pm September 11, 2023.

  3. Prepare & Submit Your Application

    The application period for these competitive awards closed on September 26, 2023.

  4. MassDEP Reviews Your Application

    The agency will check your application for completeness and verify your eligibility. MassDEP will then assess all applications based on the requirements and selection criteria contained in the VW and Refuse Truck Electric Solicitation Application Guidance & Grant Requirements document (see Step 2 above).

    Upon your selection to receive a grant, MassDEP will issue you an approval letter and contract documents that specify the terms and conditions of your award.

  5. Complete Your Project

    Once you and MassDEP have signed the contract documents, you will have 18 months to complete your project in accordance with the contract.

  6. Learn About MassEVIP Programs

    If you are not eligible to apply for funding through the program described on this page, you may qualify for others. For more detailed information about available funding, eligible entities and locations, and requirements, follow the links in this table or see the matrix below.

    Fleets Municipal governments, public colleges/universities, and state agencies (fleet vehicles only)
    Multi-Unit Dwelling & Educational Campus Charging Private, public, or non-profit dwellings with five or more residential units and educational campuses with at least 15 students on site
    Public Access Charging Non-residential public, private, or non-profit sites available for public use
    Workplace & Fleet Charging Private, public, or non-profit workplaces with at least 15 employees on site, and private, public or non-profit locations where fleet vehicles are garaged

As part of an earlier VW Settlement Open Solicitation, $7.5 million in grants for 98 projects were awarded in December 2019 to support the purchase of electric vehicles, diesel-hybrid electric waste collection trucks, cleaner-diesel trucks and ferry engines, and a marine shore-power installation in Massachusetts. See the list of recipients below. The status of the projects is reported in semi-annual reports.
