If you are looking to apply for an accessible vehicle, this page is for you! Read on to learn how to apply. Applications will open October 15.
If you are interested in applying for funding to operate transportation or promote mobility management to expand mobility for older adults, people with disabilities, and low-income people, please visit our page on applying for operating and mobility management grants instead.
The FY25 Accessible Vehicle cycle opens October 15, with applications due November 22. Pre-application trainings will be held October 15 from 1-2:30 and October 17 from 10-11:30. These are virtual sessions on Zoom. They will cover the same content, so you do not need to attend both. These are required for new applicants and recommended for everyone. To register, please contact Molly Belanger at molly.a.belanger@dot.state.ma.us. If you are unable to make these times, please let Molly know and we will do our best to accommodate you.

FY25 Community Transit Grant Program Vehicle Cycle
Thank you for your interest in applying for a fully accessible van through MassDOT’s Community Transit Grant Program. Through this program, MassDOT seeks to expand mobility for older adults and people with disabilities across the Commonwealth through filling gaps in the transportation network, complementing – not duplicating – existing services, and supporting coordinated models of transportation.
- This year we are using an online application form. Applications are due Friday, November 22.

Prepare your application. The appendix of the application instructions contains a list of the questions you will be asked. Scroll down to "Form templates" to download the forms you will need to fill out. The online application has three parts:
- Answer a series of questions about your organization
- Upload forms & additional documentation
- Answer a series of questions about EACH vehicle you are requesting
Important: as you will not be able to save your work and come back to it, we recommend preparing your answers for all the questions before you fill out the application.
How to apply Apply for an accessible vehicle through the Community Transit Grant Program
The application will open October 15, 2024.
- First, review the appendix of the application instructions for the questions and documents you will be asked to submit.
- Scroll down below on this page to "Key documents and downloads" to download forms so you can fill them out and upload them as part of your application.
- Prepare your responses to the questions and fill out the forms. Compile all required attachments.
- Then, complete and submit your online application.

Prepare your answers to the questions
You can find a list of the questions in the appendix to the application instructions. Prepare your answers about your organization, and about EACH vehicle you are requesting.
Prepare your uploads
Template Forms
Download these template forms and fill our all that apply to your application. You will be asked to upload them as part of your submission:
- Application narrative – explaining why you need the vehicles and how you will use them
- Active fleet inventory form (required for municipalities, nonprofits, and for-profits; optional for RTAs) – information about your current fleet
- Electric vehicle form (if your request includes any electric vehicles)
Additional Documentation
Additional documentation to upload:
- Local match letter (required for municipalities, nonprofits, and for-profits) – please submit a letter on letterhead attesting that you have the funds to pay the 15% local match. Please calculate the total estimated local match for your request and include this number in the letter. Final match will be calculated in late spring 2025 incorporating PPI.
- Sample lease – RTAs planning to lease out the requested vehicle should upload a draft lease
- Most recent financial audit (required for nonprofits and for-profits only)
- Letters of support (optional) – for example, letters of support from partner agencies or local organizations that can speak to the regional benefit of your services
Additional Documentation for New Applicants
Some additional documentation is required for new applicants:
- Organization Chart
- Accounting Policies and Procedures Manual
- Certification Documents:
- For Non-Profit Organizations: private non-profit organization status documents – either a certified copy of the Articles of Incorporation or IRS 501(c)(3) federal income tax exemption letter.
- For Governmental Authorities (which can include City, County, Town and Tribal Governments including other related public bodies and Tribal community agencies) providing transportation service to seniors and/or persons with disabilities because no private non-profit organizations are readily available in the service area: Governmental Authority Certification Documents (i.e. contact letters, support letters, outreach materials, coordination plan meeting minutes, etc.) to verify that your organization is the only entity in the service area willing to provide the specific service requested and that there are no non-profit organizations readily available in the area to provide the needed service.
