What you need for Apply for third-party certification

If your company is certified by one of the Supplier Diversity Office’s (SDO) third-party certification partners, this may help expedite the SDO’s processing of your application.

Full Certification Recognition: The SDO fully recognizes certifications issued by the following organizations. The ongoing certification status resulting from such acceptance is contingent on the applicant’s standing with the original certifying organization.

Partial Certification Recognition for MBE and WBE Firms: The SDO allows firms certified by the following organizations to use applications submitted to third-party organizations in lieu of the completing the SDO Application for Certification. In addition, the SDO will accept proof from the certifying organization that a site visit was completed successfully, eliminating the need for applicants to have a separate SDO site visit.

Certification Application for DBE Certified Firms: The SDO allows federally certified Disadvantaged Business Enterprises (DBE) to use their DBE status to apply for the Commonwealth of Massachusetts’ SDO MBE, WBE, VBE, and/or Portuguese Business Enterprise (PBE) certifications. To do so, the firm must be certified by the Unified Certification Program (UCP) in Massachusetts or another state as a DBE. Out-of-state DBEs first must be recognized by the Massachusetts UCP through the Interstate DBE process.

All Other Firms: Firms certified by organizations other than those listed above must follow instructions for applying for the SDO certification as Massachusetts-based businesses or as out-of-state businesses.

How to apply Apply for third-party certification

Full Certification Recognition pertains to companies certified as:

  • WBE by the Center for Women & Enterprise (CWE) (New England WBENC)
  • MBE and WBE issued by the City of Boston
  • VOSB and SDVOSB by VetBiz/U.S. Department of Veterans Affairs Office of Small and Disadvantaged Business Utilization (OSDBU)
  • LGBTBE by the NGLCC - National LGBTBE Chamber of Commerce
  • DOBE and SDVOBE by Disability:IN (formerly The US Business Leadership Network)

Instructions: Create a profile in the SDO Certification Portal and use the “Apply/Verify my Third-Party Certifications” function.

Partial Certification Recognition for MBE and WBE firms pertains to companies certified as:

  • MBE by the Greater New England Minority Supplier Development Council (GNEMSDC)
  • MBE by regional affiliates of the National Minority Supplier Development Council (NMSDC)
  • WBE by WBENC Regional Partner Organizations (RPOs) other than the Center of Women and Enterprise (CWE)

Instructions: Create a profile in the SDO Certification Portal and use the “Apply for SDO Certifications” function to apply for the SDO certification.

Certification Application for DBE firms pertains to companies certified by the Unified Certification Program (UCP) in Massachusetts or another state as a DBE seeking MBE, WBE, VBE, or PBE certification.

Instructions: Complete the Massachusetts Certified DBE state Application for Verification, gather supporting documents, and follow submission instructions on the form.

Certification Dates

Full Certification Recognition: The Massachusetts certification start date will be the date the SDO completes the review and issues an approval of the application. The Massachusetts MBE/WBE certification expires on the same date as the certification issued by the third-party entity.

Partial Certification Recognition and DBE Certified firms: The SDO will conduct a certification review and, if approved, the firm will be issued an SDO MBE, WBE, VBE and/or PBE certification valid for three (3) years. Both the start and end date of the certification are determined by the SDO.

Mutual certification recognition with the City of Boston

In addition to the SDO recognizing MBE and WBE certifications issued by the City of Boston, the city also will recognize MBE and WBE certifications issued by the SDO.
