Culvert Replacement Municipal Assistance Grant Program

Submit your Expression of Interest for the FY28 ECO One Stop grants from September 8 through October 16!

This year, the application for Culvert Replacement Municipal Assistance (CRMA) Grants will once again be a part of the Environment & Climate One Stop (ECO One Stop), an initiative created to simplify the grant application process for climate and environmental resilience projects in Massachusetts. By consolidating multiple grant applications into one streamlined process, the ECO One Stop allows applicants to apply to multiple grants through a single application. 

DER's CRMA Grants are for Commonwealth of Massachusetts local and regional government units, municipalities, and tribal governments interested in replacing or removing an undersized, perched, and/or degraded culvert located in an area of high ecological value. This funding is to encourage applicants to replace aging culverts with better designed crossings that meet improved structural and environmental design standards and flood resiliency criteria. Only projects that intend to meet the goals of the Massachusetts Stream Crossing Standards are considered for funding. FY28 EOI Process 

We are excited to announce the upcoming Expression of Interest (EOI) period for the next round of the Environment & Climate One Stop (ECO One Stop). The EOI process is optional, but highly recommended, for applicants considering submitting an application to the FY28 ECO One Stop. 

Submitting an EOI allows applicants to provide a summary of their project idea and receive early feedback from relevant grant program staff before the formal application period begins in early 2027. This initial step is completed through a simple online form which will be open from September 8 until October 16 at 11:59 PM ET. This year, potential applicants can submit up to 2 EOIs (the equivalent of 2 project ideas), with the exception ofRegional Planning Agencies, which are permitted to submit up to 4 EOIs. 

Please note that due to EEA’s capacity and out of fairness to other potential applicants, we may not be able to provide feedback on project ideas that come to us after the EOI deadline. You can learn more and find the EOI form once it is posted on the ECO One Stop webpage. 

EOI Process Informational Webinar 

To help everyone understand how the ECO One Stop EOI process will work, EEA will be hosting a webinar that we encourage you and your partners to attend. The webinar will be recorded and posted to the new ECO One Stop webpage.

Webinars for Specific Project Types 

In addition to EOI feedback calls, we will be hosting a set of webinars between October and November 2026, each focused on a popular ECO One Stop Project type. These webinars will provide project-type specific guidance for potential applicants, and will cover the following project types: 

• Land Use Planning Topic – Tuesday, October 27, 12pm-1pm 
• Stormwater Management - Tuesday, November 3, 12pm-1pm 
• Culvert/Small Bridge Upgrade or Removal – Tuesday, November 10, 12pm-1pm 
• Dam/Levee Repair, Upgrade, or Removal – Tuesday, November 17, 12pm-1pm
