Request to appear before the Municipal Finance Oversight Board

Local governments can follow these steps to submit their application to appear before the Municipal Finance Oversight Board.

The Details

What you need

The Municipal Finance Oversight Board (MFOB) is scheduled to meet the second Wednesday of each month at 10:00AM.

In order to appear before the MFOB, a written request for a hearing must be received by the MFOB Executive Assistant at DL.MFOB@MassAuditor.gov by close of business (5:00PM) at least three (3) weeks (fifteen (15) business days) prior to the meeting. If you are unable to submit a written request for a hearing electronically, please call (857) 242-5470 for assistance.

The MFOB Executive Assistant will inform you whether your application will be heard at the next meeting depending on the number of requests received.

A complete State Qualified Bond Authorization Application for the local government entity you represent must be received by the MFOB Executive Assistant by close of business (5:00PM) at least two (2) weeks (ten (10) business days) prior to the meeting, consisting of the following items:

  1. A cover letter explaining need for approval
  2. Completed Qualified Bond Questionnaire (See State Qualified Bond Authorization Application in the Downloads section below.)
  3. A certified copy (sealed by clerk) of the article(s) and vote(s) of the town meeting, city council, district vote (including members’ votes or certifications that no meetings were held). Also, send any special election, override or exemption votes.
    • For State Qualified Bond Applications from Regional School Districts (including Vocational Districts), the board requires a signed statement from the chief executive officer of each of the member cities (Mayor or City Manager) and towns (Town Administrator, Town Manager, or a majority of the Select Board) in the district, indicating that they understand that the debt service on the state qualified bonds will be assessed to them in the same proportions as other similar expenses under the regional school district agreement.   4. Copy of credit report(s)
  5. Copy of most recent official statement
  6. Debt schedule
  7. Coverage analysis
  8. Motion from bond counsel
  9. Useful life certificate(s) (if applicable)
  10. List of any federal grant(s) (if requesting to borrow in anticipation of federal grant(s))

After you have provided your information, the staff of the MFOB will reach out to you to discuss any additional information that is needed and to confirm the date of the next meeting when the MFOB can hear your request. 

The board may request that specific members of your entity's staff who have relevant expertise attend the meeting in which the request is heard.
