What you need   for Start a Chapter 90 project

To begin a Chapter 90 Project, municipalities must first submit a Project Request to their MassDOT District State Aid Engineer. The Project Request provides MassDOT with preliminary information about the proposed project and allows the State Aid Engineer to determine the project’s funding eligibility.

Municipalities may not start work on a Chapter 90 project before receiving written approval of the Project Request from the MassDOT State Aid Engineer and District Highway Director.

Project Requests are submitted to MassDOT for approval through the Massachusetts Project Intake Tool (MaPIT). Learn more information about submitting a Project Request below.

How to start   Start a Chapter 90 project

Project Requests are submitted via MaPIT, MassDOT’s project intake tool. The Project Request collects basic project information, including project scope, limits, and the Environmental Punchlist. The Project Request also requires a Preliminary Estimate, which can be downloaded below. All Project Requests require approval and signature from the authorized municipal signatory(ies) before submission.

Step-by-step instructions for submitting Project Requests on MaPIT can be downloaded or printed below. Once submitted, the State Aid Engineer assigned to your municipality will review the Project Request. Municipalities will be notified of project approval or if more information is needed by the State Aid Engineer.

For questions related to project or cost eligibility, please refer to the program guidance or contact the MassDOT District State Aid Engineer assigned to your municipality. State Aid Engineers are assigned to municipalities according to the MassDOT District in which they are located.
