The Details
What you need
You must have the following documentation to complete the self-certification form (Form) for a statutory exception:
- Contact information and electric company account number for the host customer.
- Contact information for the solar net metering facility owner (if different than the host customer).
- Information for each existing and proposed solar net metering facility expecting to qualify for the statutory exception(s), including:
- facility address,
- nameplate capacity in kilowatts alternating current unless such information cannot be obtained, and
- a copy of the interconnection service agreement (ISA) or conditional approval.
- Information for the parcel of land on which the proposed solar net metering facilities will be located:
- the book and page number for the recorded deed from the Registry of Deeds;
- Property ID and location ID from Massachusetts Interactive Property Map.
- For statutory exception 1, the government-owned statutory exception, the Department of Public Utilities’ (DPU) Public ID number for the parcel owner.

What are the 5 statutory exceptions?

Who should submit a Form?
You should submit a Form if you are a host customer:
- that wants to have more than 1 solar net metering facility on the parcel of land and are eligible for a statutory exception listed above.
- with existing solar net metering facilities operating with a rooftop exception or a petition exception that seeks to expand or add 1 or more facilities on the parcel of land. D.P.U. 23-20-A at 33-34.
Configurations that are not eligible
You are not eligible for a statutory exception if:
- you have a multiple technologies blanket exception. All net metering facilities on the parcel of land must be solar net metering facilities. D.P.U. 23-20-A at 34.
- only some of the solar net metering facilities on the parcel of land are eligible for the given statutory exception. D.P.U. 23-20-A at 35.

Receipt of a statutory exception does not guarantee either the interconnection of or cap allocations for the net metering facilities in question. The host customer is responsible for complying with all applicable federal, state, and municipal rules and regulations.
