In-Person Early Voting and Vote-by-Mail Cost Certifications

The Division of Local Mandates certifies election expenses that satisfy the Early Voting Law based on its mandate determinations.

In 2017, the Auditor determined that parts of the Early Voting Law (M.G.L. c. 54, § 25B and 950 C.M.R. 47.00 et seq.) were unfunded mandates. DLM therefore started to certify expenses for the 2016 presidential election, the 2018 general election, and the 2020 presidential primary. When the Legislature expanded opportunities to vote early in-person or by mail, DLM was charged to certify expenses based on available funding.

Note: Cost certification survey claims are open for early voting expenses related to municipal elections held in FY 2024 (July 2023 to June 2024) as well as the March 2024 presidential primary.
